Piping for Vietnam's gas-to-power build-out
In short: Vietnam plans to grow gas-fired power about fourfold by 2030, mostly with imported LNG. That means cryogenic stainless at the terminal, P91 and P22 in the steam cycle, and seawater alloys for cooling. Bright Tubes supplies all three from India to Cai Mep, Hai Phong or Da Nang, with ASEAN–India Form AI origin papers for eligible lines.
Inside an LNG-to-power plant
From the jetty to the stack
Typical material choices, section by section. The EPC's specification governs.
- LNG terminal and regasification
Cryogenic SS 304L/316L pipe and fittings, impact-tested low-temperature carbon steel for cold auxiliaries.
- Combined-cycle steam system
Main steam and hot reheat in P91, cold reheat and feedwater in P22, P11 and carbon steel.
- Cooling and balance of plant
Seawater cooling in super duplex or cupro-nickel; condenser tubes in titanium or stainless.
ASEAN–India FTA
Form AI pays for itself when the line qualifies
- Agreement
- Signed August 2009, in force from 1 January 2010.[2]
- Origin test
- 35% regional value content of FOB, plus a change at tariff subheading level, unless a product-specific rule applies.[2]
- Certificate
- C/O Form AI; errors can be corrected but not replaced.[3]
- Our part
- We mark which lines are Indian origin and issue Form AI only for those.
P91
What a site team needs with P91 pipe
P91 gets its creep strength from correct normalising and tempering. A wrong heat treatment can leave pipe that passes a tensile test but fails early in service, so commissioning teams check more than the certificate.
- Heat treatment on the certificate
Normalising and tempering temperatures and times stated per heat.
- Hardness within the specification window
Recent editions of ASTM A335 set both a minimum and a maximum hardness for P91; a reading outside it is a warning sign.
- PMI on every length
To confirm chromium, molybdenum and vanadium, and rule out mix-ups with P22 or P9.
- Welding and PWHT records
On site, preheat and post-weld heat treatment matter as much as the pipe. See P91 fabrication pitfalls.

Vietnam buyer questions
Answers for Vietnamese projects
How much gas-fired power is Vietnam building?
Under the Power Development Plan 8 approved in 2023, gas-fired capacity, from domestic gas and imported LNG, is planned to reach about 37.3 GW by 2030, roughly four times the 2020 level, through 13 LNG-to-power projects.[1]
Which materials does an LNG-to-power plant need?
Cryogenic SS 304L/SS 316L at the LNG terminal and regasification, low-temperature A333 Grade 6 for cold lines, P91 and P22 for the combined-cycle steam system, and super duplex or CuNi for seawater cooling.
Can Indian material get ASEAN–India FTA preference in Vietnam?
Can a Form AI certificate be replaced if there is an error?
Vietnam's trade ministry notes that the agreement allows errors on the face of a C/O to be corrected, but does not allow a replacement certificate.[3] We check Form AI details against the invoice before issue.
Which Vietnamese ports do you ship to?
Cai Mep–Thi Vai for the south and the Ba Ria–Vung Tau industrial area, Hai Phong for the north, and Da Nang or Dung Quat for central Vietnam.
