Dual-certified pipe for US code work, with the trade rules up front
In short: US buyers need ASME-acceptable material, and in 2025–26 they also need to know their duty exposure before they order. Bright Tubes supplies dual-certified ASTM/ASME stainless, nickel alloy and Cr-Mo pipe, fittings and flanges, and marks every line on the quotation for Section 232 and antidumping exposure, so there are no surprises at entry.

Which duties can apply, product by product
A guide to what to ask your broker, not a duty ruling. Rates and scopes have changed often since 2025.[5]

Where imports make sense
Specialist grades and sizes where a dual-certified import competes on availability and lead time.
Commercial invoice with HTS classification and origin, packing list, bill of lading, and mill test reports stating both ASTM and ASME specifications.
Importer Security Filing (ISF, "10+2") lodged by the importer before loading, using details we provide.
Country-of-origin marking on the goods, as US customs rules require.
Entry
Paperwork that clears first time
Most US entry delays on pipe come from classification and origin questions, especially now that duty depends on the exact product. We send draft invoices with HTS codes for your broker to check before the container sails.

US buyer questions
Answers for US importers
- Is there extra duty on stainless pipe from India?
It depends on the product. Welded stainless pressure pipe from India has been subject to US antidumping and countervailing duty orders since November 2016.[1][2] Steel pipe and many steel products also fall under Section 232 tariffs, raised to 50% in June 2025, with derivative product lists expanded during 2025.[3][4] Country-specific tariffs on Indian goods changed several times in 2025–26. We flag each line's likely exposure on the quotation; your customs broker confirms the classification and current rates.
- Does the AD/CVD order apply to seamless pipe?
The 2016 orders cover welded stainless pressure pipe from India. We found no US antidumping order on seamless stainless pipe from India, but scope rulings are product-specific, so confirm the HTS classification and scope with your broker before you buy.
- What does dual-certified pipe mean?
Pipe certified to both the ASTM specification (for example A312) and the ASME Section II specification (SA312), and often to two grades such as TP316/316L. ASME code construction under B31.1, B31.3 or Section VIII needs ASME-listed material, so dual certification lets one pipe serve both purchase routes. See SS 316 vs SS 316L.
- Can you supply material for federally funded projects?
Infrastructure funded with federal financial assistance is generally subject to Build America, Buy America rules requiring US-made iron and steel. Imported pipe usually doesn't qualify for those scopes, so we focus on private industrial, refining and chemical projects.
- Which US ports do you ship to?
Houston for the Gulf Coast refining and chemical belt, New York/New Jersey and Savannah for the East Coast, and Los Angeles/Long Beach for the West Coast.
